Algerian prisoners take exams

May 21, 2007 -- A reporter from Echorouk went on Monday to Lambese prison in Batna (450 Km from Algiers) where 364 prisoners were expected to take their exams. 55 were absent for different reasons.

The prisoners were divided into eight classrooms with proctors and the chief of the centres. Six members delegated by the education department of Batna have assisted the chief of centre to supervise the exams which run from May 21 to 22nd in all the specialities.

“Some of the prisoners who are taking the exams have got life sentence or the death penalty,” a worker in the prison told the reporter.

Even in prisons there are absentees

In eight classrooms in the prison, 309 subscribed prisoners were dealing with the sciences exam.

The reporter asked a prisoner there about the conditions of the exams. He said: “No way for cheating … proctors keep watch on us everywhere in the classroom.”

An officer said: “The number of subscribed prisoners this year is 364 of whom 55 are absent for different reasons such as falling ill or appearing before justice in other wilayas.”

He added that if a prisoner does not justify his absence his name will be banned from the list of students.

The total number of the examined prisoners the reporter met was 309 of whom 115 were in first year at secondary school (21 were absent).

51 prisoners are in second year at secondary school (11 absent) and 35 in third year at secondary school (4 absent) in addition to 52 others who are in fourth year at secondary school (5 were absent).

As for prisoners studying in high school, they are divided into three school years. In the first year, there are 53 prisoners who study sciences. 3 of them were absent in the exam.

23 students are in the second year of whom 5 were absent. They study mathematics, arts, philosophy and sciences. 35 are subscribed in the third year (6 absent). They take exams in accountancy, management, economics, sciences, arts and human sciences. These latter are expected to take the baccalaureat exam on June 9, in Lambese prison.

ALGIERS, June 12, 2007 (KUNA) -- Prisoners in Algeria registered to sit for high school final exams this year, with the aim of receiving conditional release and building a better future for themselves.

General Director of Algerian Prisons Administration, Mukhtar Filion, said in statements to the press, that 1,018 prisoners registered for exams this year, scheduled to be held in 23 exam halls in re-educational centers and social rehabilitation centers.

Filion added that the number of prisoners registered for high school final exams this year has increase by 100 percent in comparison to last year. He said that the prisons administration expects a large number of prisoners to pass exams this year, due to the increased attention and encouragement, consisting of conditioned release and unconditional visits.

Algerian President Abdelaziz Bouteflika had granted those who passed last year's exams "the presidential release." Filion stated that 2,501 prisoners passed high school exams last year, benefitting from the presidential release in 2006, whereas 267 prisoners benefited from conditional release. Up to 267 other prisoners, who were still completing their high school degree, were placed in the semi-freedom program.

The Algerian law for prison control and social rehabilitation of prisoners 2005, states that the semi-freedom consists of granting prisoners the space and freedom to complete an educational degree or build a career.

Meanwhile, a correspondent of Kuwait News Agency (KUNA) met with several prisoners on Tuesday. The inmates, scheduled to sit for exams in the re-educational centers in El-Harrach, in the Algerian capital, expressed their keenness to pass exams and benefit from the conditional release, which would enable them to complete their college degree.

A number of prisoners expressed hope that they would be able to complete their college degree and tuck away their years in prison.

Prisoners asserted that the prison's administration provided them with study halls and all necessary facilities to enable them to perform well during exams.

High school exams were launched on Sunday and would continue until Wednesday throughout the country. Up to 700,000 students are sitting the final high school exam this year in Algeria.

Lundi 16 juillet 2007 -- Plus de la moitié des prisonniers qui se sont présentés à l’examen du baccalauréat en juin dernier ont obtenu leur diplôme, a déclaré hier le directeur de l’administration pénitentiaire et de réinsertion, Moukhtar Fellioun, qui a précisé que 453 des 875 candidats ont eu leur bac dont 10 avec mention.

S’agissant du BEM, ce sont 1 343 jeunes délinquants qui ont passé l’examen et 735 ont pu décrocher le passage en 1re AS, selon toujours M. Fellioun. Ce dernier n’a toutefois pas précisé le chiffre de ceux qui ont été admis tout en décrochant le BEM.

Qualifiant ces résultats de satisfaisants par rapport à ceux enregistrés auparavant, M. Fellioun a ajouté que la totalité des lauréats bénéficieront de procédures de grâce. Conformément aux deux décrets présidentiels 2006 et 2007, les détenus dont la peine restante est égale ou inférieure à 24 mois bénéficieront d’une remise de peine totale.

Quant à ceux qui doivent purger encore plus de 24 mois, ils pourront bénéficier du régime de semi-liberté. Ils pourront ainsi suivre les cours le jour et réviser la nuit dans leur cellule. Par ailleurs, M. Fellioun a indiqué que des services externes seront bientôt mis en place au niveau de chaque wilaya afin d’accompagner les ex-détenus dans leurs efforts de réinsertion.

Selon le même responsable, l’Algérie sera le premier pays arabe à adopter ce système qui sera renforcé par l’apport de psychologues et d’assistants sociaux. Ces spécialistes aideront les ex-prisonniers dans leur recherche d’un emploi ou pour poursuivre des études.

Le directeur n’a toutefois pas précisé quand ce que le mécanisme sera opérationnel. Le mécanisme une fois mis sur pied permettra de mener des enquêtes sociales sur les détenus. Le conférencier a également annoncé que 9 454 détenus bénéficieront de mesures d’élargissement, à l’exemple de la liberté conditionnelle, la semi-liberté ou la permission de sortie.

Par ailleurs, et avant la fin de cette année, des taxiphones seront installés au niveau des établissements pénitentiaires afin de permettre aux détenus de rester en contact avec leurs proches. M. Fellioun a précisé que l’opération a été déjà lancée, à titre expérimental, dans certains établissements.

S’agissant de la population carcérale, elle a atteint 54 220 détenus. Les mineurs détenus bénéficieront bientôt de programmes éducatifs supplémentaires après la signature de conventions avec, notamment, les scouts et l’Office national pour l’enseignement et la formation à distance.

Autre nouveauté, les mineurs seront conviés à une colonie de vacances, cet été à Mostaganem.

July 23, 2007 -- Algeria's President Abdelaziz Bouteflika marked the 45th anniversary of Algeria's Independence Day on Sunday (July 22nd) by granting a partial presidential pardon to prisoners who successfully passed the brevet and the baccalaureate exams this year, Ech Chourouk reported. The measure will benefit 621 prisoners and will reduce their sentences by between 26 and 29 months, depending on the length of the original sentence. Prisoners who already benefited from the presidential pardon on the occasion of the 44th anniversary of Algeria's Independence Day were excluded from the pardon, as well as those who benefited from the Charter for Peace and National Reconciliation and those sentenced for terrorism, murder, poisoning and crimes against decency. In total, 453 prisoners out of 884 prisoners passed the baccalaureate exam and 735 out of 1344 passed the brevet exam.

Lundi 30 juillet 2007 -- Après la remise des prix à 21 détenus bacheliers et 18 autres ayant obtenu le BEM au niveau de la prison d’El Harrach, ministre de la Justice et garde des Sceaux, M. Tayeb Belaïz, partagera un moment de discussion avec ces lauréats autour d’un énorme gâteau. Ces derniers lui exposeront le problème des lenteurs dans la programmation de leurs affaires par la Cour suprême. Tayeb Belaïz se veut rassurant en affirmant : «Nous avons installé 13 sections spéciales au niveau de la Cour suprême pour garantir la rapidité dans le traitement.» Il leur fera, par la suite, savoir qu’actuellement 507 détenus poursuivent leurs études au niveau des universités. «Nous n’avons jamais eu de problèmes avec ces détenus. J’espère que ce sera le cas avec vous.»

Concernant la surcharge des prisons, le ministre de la Justice avoue qu’il s’agit là d’«un point noir. C’est pour cela que le président de la République a décidé personnellement de lancer un programme dans les plus brefs délais pour la construction de 13 nouvelles institutions pénitentiaires d’une capacité totale de 19 000 places et qui devront être réceptionnées dans un délai maximum de 24 mois».

A préciser enfin que, pour l’année 2007, 455 prévenus sur 885 inscrits ont réussi à l’examen du baccalauréat, ce qui représente un taux de 51,41%. Le plus important taux réalisé depuis une décennie. C’est le cas également pour les détenus ayant obtenu le BEM et dont le nombre s’élève à 735 sur 1 344 inscrits (54,68%).
