All observers of the industrial real-estate sector in the West of Algeria agree on the seriousness of the problem of managing real-estate pockets, particularly lands attributed to investments. There is a great number of projects still in the dark for years although their owners had benefited from tracts of land. The observers fear a recurrence of the problem with the privately negotiated selling and the expected decrease in prices.
An official source from the Real-Estate Company in Oran revealed that there long-unused tracts of land inside the industrial zone. He gave the example of the National Company of industry vehicles in the industrial zone of Essania and another property of a Public Company for Public works (Sogitrab) in the industrial zone of Hassi Aamer. The same source raised the problem of the West Real-Estate Company’s debts to companies operating in the industrial zones of Essania and Hassi Aamer and which are estimated at 10 million dinars since 2004.
In the same context, our sources indicate that many companies, especially public companies refuse to pay their shares. Consequently, it has a negative effect on the finance of the Real-Estate Management Company. So it fails to take in charge the works on the detriment of the economic operators who pay regularly their shares regularly. Some analysts consider that as a failure of the successive policies which implemented in the management of the industrial zones. To recall, the Industry Ministry started redevelopment planning of the industrial zones as first step of the promotion of the investment field.
