ALGIERS, Sept 23 (KUNA) -- A meeting aimed at bolstering economic relations was held here on Saturday between Mexican and Algerian businessmen.

A source at the commerce and industry chamber said that the Mexican delegation included several businessmen of the agriculture, education and service sectors.

The delegation held talks on boosting economic relations with heads of government and private sectors in the country.

The economic meeting is the first between the two countries after Mexican President Vicente Fox Quesada signed several economic agreements with Algerian officials during his visit in 2005.

Mexico's ambassador to Algeria stated that the two states must reinforce joint economic cooperation.

He described the economic relations as being weak and noted that bilateral commercial activities did not exceed the margin of USD 200 millions this year.

L'ambassadeur du Mexique en prospection

Mercredi 1 Avril 2009 -- M. Eduardo Roldan, ambassadeur du Mexique, était lundi l'hôte du Club des Entrepreneurs et Industriels (CEIMI) où il a été reçu par le président de ce club, M. Abdelkader Aggoune, ainsi que ses plus proches collaborateurs. L'ambassadeur mexicain s'est rendu à Blida pour s'enquérir des capacités industrielles et économiques des PME algériennes, fortement représentées dans cette ville. Il s'était donné aussi pour but de promouvoir les échanges et le partenariat entre les entreprises algériennes et les entreprises mexicaines. Pour rappel, l'Algérie entretient des relations privilégiées avec le Mexique qui avait, du temps de la colonisation française, participé au dossier de l'indépendance devant le Conseil de sécurité de l'ONU et a été l'un des premiers pays à reconnaître l'Etat algérien au lendemain de son indépendance. Malgré cela, les échanges étaient restés confinés dans un ou deux secteurs et ne se montaient qu'à environ 5 millions $ en 2006, comme l'a fait remarquer M. Eduardo Roldan, quand il a été nommé à ce poste. Le volume des échanges a été porté à 600 millions $ mais «cela demeure dérisoire vu les capacités des deux pays», a-t-il affirmé. Et afin de promouvoir encore plus ces échanges, l'ambassadeur a déjà ramené 4 délégations d'hommes d'affaires de son pays en Algérie pour des discussions très poussées avec leurs homologues algériens, et une cinquième délégation arrivera bientôt en Algérie. L'ambassadeur a aussi rappelé que l'Algérie achète 95 % de ses besoins en pois chiche du Mexique, qui en est le premier producteur mondial, connu surtout pour ses forts calibres (12 et 13). Outre cela, l'ambassadeur mexicain voudrait faire connaître «le potentiel touristique mexicain, qui est très riche et très varié, aux Algériens qui sont friands de sorties, et afin qu'ils sachent qu'il n'y a pas que l'Europe à visiter».

Algérie — Mexico :
L’entente cordiale

Dimanche 12 Juillet 2009 -- Le ministre des Affaires étrangères, Mourad Medelci, a reçu hier, pour la première fois dans les annales des relations entre les deux pays, son homologue des Etats-Unis du Mexique, Mme Patricia Espinosa Cantellano. L’événement coïncide avec le 45e anniversaire des relations diplomatiques entre l’Algérie et le Mexique. Dans un point de presse animé conjointement avec Mme Cantellano, à l’issue d’une séance de travail entre les deux parties, M. Medelci a souligné que l’objectif recherché à travers cette rencontre est de «redynamiser et de consolider les relations diplomatiques, ainsi que de diversifier les échanges économiques et commerciaux entre les deux pays». Le ministre a rappelé que le volume des échanges commerciaux entre l’Algérie et le Mexique s’élève à près de 800 millions de dollars en 2008. Le chef de la diplomatie algérienne a estimé que ce volume «peut encore augmenter vu les capacités des économies des deux pays et leur volonté commune de consolider davantage leur coopération bilatérale dans différents domaines d’activité». Quant à la nature de ces échanges, Medelci dit que l’Algérie exporte essentiellement des produits des hydrocarbures ou des dérivés et importe du Mexique des produits alimentaires et industriels. M. Medelci a souligné que la séance de travail qu’il a tenue hier avec la délégation mexicaine a été mise à profit par les deux parties pour «faire avancer la coopération bilatérale». À ce propos, il annonce qu’un engagement a été pris entre les deux parties pour «faire aboutir, d’ici à la fin de l’année en cours, un certain nombre d’accords, notamment dans les domaines du commerce, de la justice, de la santé et de l’agriculture».De son côté, Mme Cantellano a souligné que les relations qu’entretiennent les Etats-Unis du Mexique et l’Algérie, depuis 45 ans, ont permis d’«asseoir une amitié solide et une coopération croissante». Elle a réitéré l’invitation du président mexicain, M. Felipe Calderon, au président de la République, M. Abdelaziz Bouteflika, pour effectuer une visite au Mexique. Au plan international, les deux parties ont relevé «la grande similitude» qui caractérise les positions des deux pays à l’égard de plusieurs questions, citant en exemple la crise économique et financière mondiale, les changements climatiques, le désarmement et le libre accès au nucléaire civil, le conflit du Sahara occidental et celui du Moyen-Orient.

Foreign Secretary Patricia Espinosa travels to Algeria;
Reiterates Mexico’s interest in stronger ties

July 12, 2009 -- Foreign Secretary Patricia Espinosa made an official two-day visit to Algeria. While there, she met with various high-level officials of the People’s Democratic Republic of Algeria during the 45th anniversary of diplomatic relations between the two countries. The Foreign Secretary renewed the historic ties of friendship between Mexico and Algeria, and discussed various issues of common interest on the international and bilateral agendas. Foreign Secretary Espinosa was received by Algerian President Abdelaziz Bouteflika. She extended the condolences of President Felipe Calderón and the Mexican people for the recent loss of one of his family members. In addition, and on behalf of President Calderón, the Foreign Secretary again invited the Algerian president to visit Mexico. She recalled the long and close friendship between Algeria and Mexico and said that Mexico had supported Algeria’s cause in the United Nations since 1955.

During the meeting, the two officials stressed their points of agreement on the international agenda, especially as regards multilateral issues such as the fight against extreme poverty, promoting health issues and the need to encourage development. They mentioned the participation of Mexico and Algeria in the expanded G8 dialog that was recently held in Italy. They also discussed the importance of strengthening cooperation on issues of priority for both countries such as terrorism and its links with organized crime, among others. Foreign Secretary Espinosa also met with Prime Minister Ahmed Ouyahia, to whom she reiterated the desire of the Mexican government to strengthen its ties of cooperation with Algeria, and to enrich the relationship and undertake concrete actions to promote economic exchanges and investment.

On Saturday, July 11, the Foreign Secretary held political consultations with Algerian Foreign Minister Mourad Medelci. They reviewed the main aspects of the bilateral relationship as well as recent regional and international events. The two officials agreed to continue the bilateral dialog through various existing specialized mechanisms and to help strengthen economic exchanges. In addition, they agreed to encourage exchanges in the areas of agriculture, agroindustry, energy, chemicals and pharmaceuticals, as well as of construction materials. They also stressed the importance of strengthening the bilateral legal framework and called for beginning negotiations on an agreement for the reciprocal protection of investments and another to avoid double taxation.

The officials agreed to work together to make swift progress on negotiating agreements on hydraulic resources and health. The Mexican foreign secretary invited her counterpart to have Algeria participate in the festivities that will take place in 2010 to commemorate the bicentennial of Mexico’s independence and the centennial of the Mexican Revolution. This invitation was received enthusiastically by the Algerian foreign minister. Foreign Secretary Patricia Espinosa also invited her counterpart to visit Mexico at a mutually convenient time in order to continue the high-level political consultations. The Algerian Minister of Agriculture and Rural Development, Rachid Benaissa, who was present during the last part of the meeting with Foreign Minister Medelci, thanked the Mexican foreign secretary for her proposals, saying that he was very interested in the possibility of more bilateral cooperation in his area.

Regarding the multilateral agenda, the officials expressed their satisfaction with the broad and fruitful cooperation between Mexico and Algeria in the multilateral forums and with their agreement on important issues of the international agenda such as the integral reform of the United Nations, the fight against terrorism, disarmament, the fight against transnational organized crime and climate change. Regarding climate change, Foreign Secretary Espinosa talked at length about the Mexican proposal to create a Green Fund that would enable developing countries to have access to resources and technology transfer for concrete projects to reduce the emissions of carbon dioxide.

During her official visit, the Mexican foreign secretary also met with the presidents of the Senate and the National Popular Assembly, Abdelkader Bensalah and Abdelaziz Ziari, respectively. She discussed with both of them the role of parliamentary diplomacy in strengthening the bilateral relationship, inviting them to strengthen the relationship with the Mexican congress through more frequent exchanges and reciprocal visits.

Meeting with Algerian business leaders, Foreign Secretary Espinosa invited them to visit Mexico and to meet with Mexican businessmen interested in the opportunities presented by the Algerian market. To this end, the Mexican Foreign Ministry will assist with the preparation of an agenda focused on identifying specific areas of interest for both parties. The Algerian businessmen thanked her for the offer and expressed their interest in the diversification and potential of the Mexican economy. In this context, it should be noted that bilateral trade has increased exponentially over the last three years.

As part of the activities to celebrate 45 years of diplomatic relations between Mexico and Algeria, Foreign Secretary Espinosa presided over a ceremony to give the name of Mexico to a secondary school in the Draria district of the city of Algiers. During the ceremony, the foreign secretary was accompanied by officials from the Foreign Ministries and Education, and by the mayor of the Draria municipality, as well as other authorities.

Aïn-Témouchent :
L'ambassadeur du Mexique en prospection

Jeudi 15 Octobre 2009 -- Est-ce que la culture peut faire avancer les choses en Algérie et au Mexique, là où la diplomatie a hésité ? C'est sous cet angle que M. Eduardo Roldan, l'ambassadeur du Mexique, hôte de la wilaya de Aïn-Témouchent, veut développer davantage les relations entre les deux peuples frères qui ont un passé historique glorieux, notamment par les prises de position du Mexique en faveur de l'autodétermination des peuples qui étaient sous le joug du colonialisme comme l'Algérie. Les deux pays, dit-il, ont fêté le 45e anniversaire de leurs relations diplomatiques. La mise en relation de M. Eduardo Roldan avec les autorités de la wilaya de Aïn-Témouchent lui a permis de prospecter les secteurs d'activités encore vierges et pour lesquels le Mexique pourrait éventuellement apporter son sceau caractéristique et son cachet préférentiel pour les développer notamment dans les domaines de l'agriculture, la pêche et la PME/PMI. Tout en reconnaissant que les choses apparaissent quelque peu timides sur le plan des investissements, l'ambassadeur du Mexique, s'adressant au wali M. Bouderbali Mohamed, avoue être disposé à donner un élan important à la coopération bilatérale, notamment en matière de formation, où il propose déjà les possibilités d'offrir des postes pédagogiques à des étudiants algériens de la région pour des formations de post-graduation dans tous les domaines. L'hôte de la wilaya a eu un exposé détaillé sur le centre universitaire de Aïn-Témouchent et les filières retenues pour l'année 2007-2010.

Parlant de légumineuses (pois chiche) de calibres 12 et 13, qui ont la préférence chez les Algériennes, l'ambassadeur du Mexique porte à la connaissance de l'assistance que 85% du pois chiche importé par l'Algérie provient du Mexique par des circuits de commercialisation via l'Espagne ou la France. Il serait plus profitable pour le consommateur algérien de le payer moins cher par le biais d'opérateurs algériens important directement cette denrée du Mexique. Il faut comprendre par là que l'ambassadeur est disposé à nouer des contacts avec les deux chambres professionnelles des deux pays, notamment après la création par le ministre de l'Agriculture, M. Rachid Benaïssa, de l'Office interprofessionnel chargé de la commercialisation des légumineuses. Présentement, le Mexique est ouvert avec ses 43 zones de libre-échange, note-t-il. Le Mexique est un pays émergent. Il compte planter 1,5 milliard d'arbres, un chiffre communiqué lors de la célébration de la Journée mondiale de l'environnement du 5 juin et fêtée à partir de la capitale du Mexique, un pays encouragé par les Nations unies pour sa politique verte.
