In every Wilaya there is ADSL services, but smaller towns (Dairas) like where I live, there is no DSL as far as I know.
But even in big cities internet isn't availble for all. Some areas are still offline
For fees take a look here:

http://www.wanadoo.dz/abonner/offres....php?th=1&rb=1 from EEPAD called Assila, and:
http://www.djaweb.dz/fawriadsl.htm from Djawab called Fawri wich take ages to log

The project where they are planning to sell a computer for each algerian familly didnt reach poor towns like mine. But the will is appreciated of course. I think it's called Ousratek or something close, couldnt fint their website for now.

Last time I went to DZ, the max ADSL bitrate was 512k. Since the optic fiber is not used everywhere, I am not sure they can reach bigger bitrates unless they upgrade the twisted pairs network and encrease the coverage in optic fiber networks.

As for Ousratik, the starting wasn't very good as banks refused to give money. I dunno how it is now...seems the banks are still reluctant though!

I thought it was only in agencies in batna. Too sad, it's meant to be a governmental social program , but it's turning into a commercial one it seems. I asked about the prices of computers they are offering and they were higher than what's known in the market.

I think ADSL isnt for a wide large country like algeria. The comunication infrastucture is messed up.

In the place I'm living in, they anounced the coming of DSL in the summer of 2004. They brought some equipment as they said, but nothing started until now. I think it's outdated now and there is a need to upgrade to the new technologies
For the 512 kb Dr Phil, it's not stable at all. Lately I heard that in Tizi Ouzou there no internet for 3days. In the heart of Algeirs I was shocked to see an Internet Café that has over 50 computer writing on his door: Déconnexion !!

I agree the Ousratik program is supposed to help reduce the "technology" gap, but although the operators (EEPAD and co.) seem very interested in it, the banks lack confidence in the users. It might be understandable but as u said, the operation is encouraged by the gov and is not a commercial one. The banks must do a bigger effort for the social developpment sake.

Regarding the ADSL, I am not sure DZ has many choices. The broadband technology is available only by cable or landline telephony (QAM or ADSL). Since we don't have a cable network, we gotta rely on the telephony line which is not sufficient anyway.
Satellite is not the solution since the uplink (user to head-end) is not implemented yet and is achieved via the telephone...
So I think really we have two choices:
    - New landline telephone operator boosting the market and the infrastructures to get the ADSL everywhere.
    - If the mobile telephone reaches the 3rd generation (UMTS), to use a variant of it for on-computer internet browsing...

mazalna b3ad but on a good path

The issue in Algeria this that even though they import new decent equipments, building up new infrastructure, there is no skilled people that can maintain the stabily of the whole system. And even there is individual skilled people here and there, the lack of professionalism is ruling so they only have to join the line( ydekhlou fi essaf )
As we say in computer graphics, it's not the tool, it's the artist. New technologies are making some areas going backward in algeria if you know what I mean.
