When it comes to Algerian literature, you're going to have to meet French or Arabic long before you meet English-language translations as those are the languages of choice for most Algerian authors. I am not sure how the bibliothèque at the Centre culturel algérien, Paris, actually works, but unfortunately it is the only related online resource that I'm aware of at present. I am sorry not to be able to give more help.
