Thousands face days of internet disruption

DUBAI, April 17, 2010 -- Thousands of internet users across the Middle East and South Asia face at least three more days of service disruption after a key undersea cable was damaged earlier in the week. The SEA-ME-We 4 cable linking Europe with the Middle East and South Asia was cut on Wednesday in the Mediterranean Sea, the third breakdown in as many years. The cut caused internet connection problems from the UAE to Bangladesh and had telecoms operators rushing to divert voice and data traffic to alternative routes. Operators including the UAE’s Etisalat and India’s Bharti Airtel sent out warnings to subscribers that they might experience a drop in connectivity speeds.

A repair ship is expected to reach the site of the cut on Saturday and it will take around three days to repair the cable, according to Du, the UAE's second operator. “The estimated time to restore the cut is approximately 3 days, therefore the segment of the cable affected by the cut is expected to be back in service by 20/4/2010, subject to weather, sea and cable conditions,” Du said in a statement on Friday. Du said its services had been unaffected by the cut. According to media reports, damage to the insulation around the cable caused it to come into contact with water and short circuit.

SEA-ME-We 4 is one of three links that carry the majority of internet traffic between Europe and the Middle East, the others being SEA-ME-WE 3 and FLAG FEA. The cable is around 20,000 km long and links 14 countries with hubs in Egypt, Saudi Arabia, Qatar, India and Pakistan. It has a chequered history with two cuts in 2008 that caused major telephony and internet problems across the Middle East and South Asia. In January 2008 internet services were hit by damage to SEA-ME-WE 4 and FLAG FEA, resulting in disruption to around 70 percent of services in Egypt and 60 percent of services in India. Services were again disrupted in December of that year due to breaks in SEA-ME-WE 4, SEA-ME-WE 3 and FLAG FEA.

Dimanche 25 Avril 2010 -- L'accès à internet sera momentanément coupé ce dimanche 25 avril en début d'après-midi, a annoncé ce matin Algerie Telecom. La coupure devrait intervenir entre 13h et 15h et durer de 10 minutes à 2 heures. C'est la réparation de la fibre optique Palerme (Italie) - Alexandrie (Egypte) qui est la cause de cette coupure momentanée a précisé Algérie Telecom.

Undersea cable system repair disrupts Internet services

NEW DELHI, April 25, 2010 -- The disruption in the SEA-ME-WE 4 undersea submarine cable system, which links South East Asia and Europe, is likely to affect the high-speed Internet services in the country. The South East Asia-Middle East-West Europe 4 (SEA-ME-WE 4) project links the two regions via the Indian sub-continent and the Middle East. The project is run by a consortium of 16 international telecom companies, including Indian majors Bharti Airtel and Tata Communications. According to sources, the disruption in the undersea cable network near Italy is likely to hit the broadband connections in India. Maintenance of the undersea cables will be carried out for the next four days, which may cause some disruption in services. However, the companies have taken various steps to minimise the impact, sources said. Going by the project's official website, the undersea cable system has terminal stations in Singapore, Malaysia, Thailand, Bangladesh, India, Sri Lanka, Pakistan, the United Arab Emirates, Saudi Arabia, Egypt, Italy, Tunisia, Algeria and France. "The project aims to take these regions to the forefront of global communication by significantly increasing the bandwidth and global connectivity of users along its route between Singapore and France," the website said.

تذبذب في الأنترنت بسبب انقطاع كابل الألياف البصرية

تواصل، أمس، الانقطاع في التزود بالأنترنت عبر الوطن، لليوم الثالث على التوالي، بسبب عطب في كابل الألياف البصرية الرابط ما بين منطقة باليرمو الإيطالية والإسكندرية بمصر. وأفاد بيان لاتصالات الجزائر بأن العطب تسبب في اضطرابات في شبكة الأنترنت، بعد أن أحدت الأحوال الجوية المتردية في المنطقة إلى انقطاع الكابل. وعلى الرغم من برمجة عملية الربط والتصليح، أول أمس، في حدود العاشرة ليلا، إلا أن الظروف حالت دون ذلك، إلى غاية الساعة الثالثة من مساء أمس. وتعمد فرق اتصالات الجزائر إلى ربط الشبكات بالأنترنت، في عدة مدن، في الوقت الذي لم يؤثـر ذلك على عدد من المناطق.

Perturbation de la connexion Internet :
Coupure d'un câble sous-marin entre Palerme et Alexandrie

Lundi 26 Avril 2010 -- Selon un communiqué d'Algérie Télécom, signé par son directeur de la communication, Abdelhakim Meziani, des «perturbations ont affecté la liaison Internet le week-end denier» en raison de la «coupure d'un câble sous-marin (Sea-Me-We 4) de fibre optique entre Palerme en Italie et Alexandrie en Egypte». Algérie Télécom, qui tient à «présenter ses excuses à sa clientèle pour les désagréments occasionnés», explique que la coupure est due aux «très mauvaises conditions météorologiques enregistrées dans la région» et informe «qu'en raison de la persistance de ces mêmes conditions, l'opération de reconfiguration des télé-alimentations, initialement programmée le samedi 24 avril aux environs de 22 heures», ne pouvait être réalisée que le «dimanche 25 avril 2010 entre 13 et 15 heures». Pour rétablir toutes les connexions, avant-hier, les services d'AT «ont dû recourir à une alternative, le système ALPAL 2 en l'occurrence». Algérie Télécom rassure que tous ses moyens humains et techniques sont mobilisés pour «rétablir une connexion de qualité». À noter, selon la même source, «la coupure en question n'a pas eu d'effet» dans plusieurs régions du pays. Le Sea-Me-We 4, équipé de 2 paires de fibre optique, «dispose d'une grande capacité de voix et de données, d'une grande vitesse d'exécution». Il relie le Sud-Est asiatique, à partir de Tuas au Singapour à l'Europe de l'Ouest (Marseille), en passant par Satun, Chennaï, Colombo, Mumbaï, Karachi, Djeddah, Suez, Alexandrie, Palerme, Bizerte et Annaba. Le système est «porté par un consortium de 16 opérateurs historiques représentant 14 pays : France, Algérie, Tunisie, Italie, Egypte, Arabie Saoudite, Emirats Arabes Unis, Pakistan, Sri Lanka, Inde, Bengladesh, Thaïlande, Malaisie et Singapour».

بعد استئناف الربط على شبكة الأنترنت
اتصالات الجزائر تسرّع من وتيرة أشغال الخط بين الجزائر وإسبانيا

أشار السيد مزياني، مسؤول الإعلام والاتصال باتصالات الجزائر، إلى أن كل شبكة الأنترنت على مستوى المتعامل التاريخي استأنفت نشاطاتها بصورة عادية، بعد الاضطراب الذي مسها في الأيام الماضية.

وأوضح نفس المسؤول لـ''الخبر''، أن الاضطرابات التي نتجت عن انقطاع الكابل البحري الرابط بين أوروبا والإسكندرية المصرية، مس أيضا العديد من بلدان منطقة الشرق الأوسط وشمالي إفريقيا وعددها حوالي 18 بلدا، لوجود ترابطات فيما بينها.. إلا أن عمليات التصليح تمت بسرعة لتعود الأمور إلى وضعيتها الطبيعية.

وأشار نفس المسؤول إلى أن الانقطاعات أو نقص قوة البث لم تمس كافة المناطق بل بعضها فقط، وأنه تم اللجوء إلى آليات ضمنت الخدمة بصورة عادية على الشبكة.

في ذات السياق، باشرت اتصالات الجزائر تنفيذ مشروع الربط بالكابل البحري بين الجزائر وإسبانيا، لضمان تأمين شبكة الأنترنت وتفادي كافة الانقطاعات. فضلا على توسيع شبكة الألياف البصرية التي تضمن تأمين أكبر للشبكة الممتدة على أكثر من 4000 كلم. وترتبط الجزائر بكابلين يتجهان من أوروبا إلى جنوب حوض المتوسط. إلا أنهما سجلا عدة حوادث فيما سبق. ما اضطر المسؤولين القائمين على المتعامل التاريخي الذي يمثل حوالي 90 بالمائة من خدمات شبكة الأنترنت، من خلال فرعه جواب، إلى التفكير في تأمين الشبكة بصورة أكبر وضمان هامش أوسع من الاستقلالية.

من جانب آخر، سيجتمع اليوم إطارات وزارة البريد وتكنولوجيات الإعلام والاتصال وممثلو القطاع من بينهم مسؤولو اتصالات الجزائر وفروعها، لمناقشة الإستراتيجية الجديدة الواجب اتباعها من قبل القائمين على القطاع، بالنظر للمشاكل التي برزت في الآونة الأخيرة، سواء على مستوى المؤسسات أو الهيئات أو سوق الاتصالات. فضلا على العلاقة بين المجمع والوزارة الوصية، إضافة إلى برامج تنمية القطاع سواء بالنسبة للهاتف الثابت والنقال أو شبكة الأنترنت.
