Gore-Tex or some similar fabric wind / waterproof jacket would do, they can be obtained in lightweight form but are effective and can be folded down quite small if not needed.

yess ..i know about those....cause here it rains alot ...and to stay active ..you need those to venture out in....i have been reading the weather part of algiers...so i see their temperatures are going up now around 20 ..which is ideal for me...here its less then that...and i have lived in algiers when it got as high as 40....i nearly died...
