March 3, 2008 -- Revelations that Abdelkader Belliraj, the alleged mastermind of the terrorist network dismantled by Moroccan authorities on February 18th, worked for eight years as an informant for the Belgian security services have prompted a flurry of investigative activity on two continents.
With the investigation still under way into the Belliraj cell, the Moroccan interior ministry is not yet discussing details of the case. However, Moroccan Minister of the Interior Chakib Benmoussa said Saturday that Belgian intelligence clearly "knew" Abdelkader Belliraj, though he added the terrorist was "apparently a master of deception". He pointed out that Belliraj was also clever at hiding, having lived in Afghanistan in 2001 and in Algeria, among members of the Salafist Group for Preaching and Combat (GSPC), in 2005.
The news uncovered by the Belgian press prompted a flurry of activity in the Belgian government. Justice Minister Jo Vandeurzen stated Friday (February 29th) in a communiqué that he "immediately asked the Comité R [Permanent Intelligence Oversight Committee] to launch an inquiry into the way in which the intelligence services went about gathering and processing information in this case. I now await the outcome of the inquiry."
Belgian security personnel conducted a search of Belliraj's home last Tuesday, though no results have been revealed to the public. Local newspapers reported that police had searched the house and garden with advanced equipment, and notes and computers had been seized.
The press also indicated that Moroccan investigators may be included in subsequent searches, under a law enforcement information-sharing arrangement between the two countries.
Belliraj and 34 others were remanded into custody in the Salé prison on Friday, following a 14-hour preliminary hearing. Six politicians implicated in the affair have a team of fifteen lawyers to represent them. "The charges against them are very serious," said lawyer Abderrahim Jamai.
Benmoussa said that the group smuggled the largest weapons cache to be discovered in 15 years into Morocco, in two batches. "The weapons were brought from Belgium by other Moroccan citizens residing in that country. They entered the country concealed in trucks through Ceuta and Mellila, before they were hidden in caches in Casablanca and Nador," he explained.
Members of parliament met with Benmoussa on Friday to discuss the investigation and ensure transparency. The interior minister promised deputies that the investigation would be carried out in compliance with all legal requirements, but also used the opportunity to advocate the reform of the country's current anti-terrorism legislation.
Minister for Parliamentary Relations Mohamed Saad Alami said that by working closely together and eschewing political one-upmanship, deputies and government officials will succeed in overcoming extremism.
The Moroccan public is following the case closely. Although there is unanimous agreement that terrorism is unacceptable, many feel the accused politicians should not be assumed to be guilty until the facts of the case are clearer. Teacher Saida Mahjoubi told Magharebia that it is too early to judge anyone. "Personally I find it difficult to believe that well-known politicians could have been involved in acts of terrorism. The courts must act in a transparent manner so that the public is reassured."
IT worker Hamid Radi agreed: "The government claims to have evidence. It must reveal this to the public so that we can understand exactly what happened."

March 3, 2008 -- As part of their investigation into the attack on the Israeli embassy in Nouakchott last month, Mauritanian authorities issued international arrest warrants for three men, Panapress quotes judicial sources as saying on Sunday (March 2nd). Mauritanian national Khadim Ould Seman, who escaped from prison on April 26th and may have fled to Senegal, Tunisian Abdel Kerim Braoui and Moroccan Hacen Ben Iche all face multiple terrorism, organised crime and firearms charges. The Al-Qaeda Organisation in the Islamic Maghreb claimed responsibility for the February 1st attack which injured three people in a nearby nightclub.

Mardi 4 Mars 2008 -- L’affaire du faux kamikaze de Bordj Menaïel a été reportée, hier, par le tribunal de Bordj Menaël en raison de l’absence, à l’audience, d’un membre de la partie civile. Cette affaire qui ressemble à s’y méprendre à celle de Lakhdaria et de la vraie-fausse femme kamikaze, à en juger par la manière avec laquelle une mobilisation sans pareille s’est emparée des forces de sécurité de Bordj Menaïel à la suite d’une présumée alerte au kamikaze, lancée par le biais de son téléphone portable par une jeune adolescente, d’à peine 19 ans. Celle-ci pour venger son petit ami “déloyal”, n’a pas trouvé mieux que d’alerter les services de sécurité sur un présumé attentat suicide dont serait l’auteur... son petit ami qui, selon elle, serait sur le point de se faire exploser.
L’information qui intervient quelques jours seulement après l’attentat ayant ébranlé la ville de Thénia a été prise au sérieux par les services de sécurité qui ont enclenché une vaste opération de recherche dans tous les coins de la commune. C’est ainsi qu’un important dispositif a été mis en place et des barrages ont été installés un peu partout dans la ville.
Des renforts de la police et d’autres corps de services de sécurité on été dépêchés sur les accès reliant la ville de Bordj Menaïel aux autres localités rurales. Parallèlement à ce redéploiement, une enquête a été menée par les services de sécurité en collaboration avec les services d’Algérie Télécom et a abouti à l’identification de la jeune fille auteur du coup de fil.
Cette dernière a pu être débusquée grâce à son numéro de portable par lequel elle a contacté les services de sécurité. Lors de son arrestation, la jeune adolescente aurait avoué avoir voulu délibérément impliquer son petit ami en signe de vengeance pour l’avoir quittée apparemment pour une raison qui ne l’aurait pas enchantée.

Mardi 4 Mars 2008 -- Un changement radical des conditions climatiques interviendra demain, a annoncé l’Office national de la météorologie. Pluie, neige et température basse seront au programme pour ce week-end. Après la hausse du mercure ces derniers jours, particulièrement au cours de la journée d’hier, ces conditions climatiques en surprendront certainement plus d’un et les blousons, manteaux, écharpes et bonnets seront certainement de mise.
En effet, de fréquentes chutes de neige et des averses importantes sont attendues pour aujourd’hui et demain et concerneront principalement les régions du Centre et de l’Est. Les chutes de neige concerneront les hauteurs de plus de 400 m et s’étendront des régions de Tiaret et Tissemssilt à celle de Khenchela en passant par le massif blidéen et le Djurdjura. Le mercure connaîtra aussi une baisse importante pour les journées de mercredi et jeudi et atteindra 10 degrés au niveau du littoral et 3 à 4 degrés à l’intérieur. Cette situation résulte du développement d’une zone dépressionnaire en Méditerranée à partir d’aujourd’hui et ce, en liaison avec une forte advection d’air polaire vers l’Europe méridionale, a expliqué M. Amber, chargé de la communication à l’Office national de la météorologie.
M. Amber annoncera aussi le développement d’une forte tempête en mer demain qui entraînera la formation et le déferlement de grosses vagues avec une houle allant de 6 à 10 m. Des vents violents devraient aussi balayer les ports des côtes du Centre et de l’Est. L’amélioration est prévue progressivement à partir de vendredi prochain avec l'évolution de la zone dépressionnaire vers la Grèce. Après une période d’absence de pluies de deux mois, ces précipitations ne peuvent être que les bienvenues pour ce qui est du renouvellement des ressources hydriques. Ceci bien que des pluies de courte durée ne peuvent combler un déficit de deux mois d’hiver.

March 4, 2008 -- The Algerian deputy foreign minister has termed the adoption of the new round of sanctions against Iran by the Security Council irrational.
In a meeting with the secretary of Iran's Supreme National Security Council (SNSC), Saeed Jalili, in Tehran, Monday, Majid Bougherra pointed to Iran's positive cooperation with the International Atomic Energy Agency (IAEA).
Certain Western countries intend to deprive developing states of nuclear know-how and other advanced technology, while they themselves persist in proliferating nuclear weapons and oppose all demands to dismantle them, he said.
Referring to the important role of Iran and Algeria in the Middle East and North Africa, the Algerian official voiced his country's readiness to expand ties with the Islamic Republic.
Jalili, for his part, said certain powers are not keen on the progress and development of the countries of the South and their growing role in addressing major international issues, adding, “However, resistance and cooperation of these states will pave the way for their development.”
"The US and other so-called proponents of human rights raise hue and cry about minor issues in the countries of the South, but keep ominously silent about the unspeakable atrocities committed by Zionist regime against the defenseless people of Palestine and blithely disregard its official announcement on intending to launch a new Holocaust in Gaza," Jalili stated.
