Physicist exchanged e-mails with al-Qaida contact

PARIS, October 11, 2009 — A French physicist arrested last week while working at the world's largest atom smasher has acknowledged to investigators that he corresponded over the Internet with a contact in North Africa's al-Qaida branch, a judicial official said Sunday. The Internet exchange vaguely discussed plans for terror attacks, but nothing concrete was planned, the French judicial official said, speaking on condition that his name not be used because the investigation is ongoing. The 32-year-old Frenchman of Algerian origin was one of more than 7,000 scientists working on the Large Hadron Collider in Switzerland. He and his brother were taken into custody Thursday in southeastern French city of Vienne. The brother was released from custody Saturday, the official said. The physicist was still being held in the Paris area on Sunday, with no charges filed against him. Under French law, terror suspects can be held without charges for up to four days.

U.S. monitors picked up the Internet exchange between the scientist and his contact in the militant group, known as al-Qaida in the Islamic Maghreb, the judicial official said. The North African group regularly targets government and security forces in Algeria, and occasionally attacks foreigners. At work, the physicist had no contact with anything that could be used for terrorism, the European Organization for Nuclear Research has said. The experiment where he worked is one of a series of research projects along the 17-mile (27-kilometer) circular tunnel under the Swiss-French border. The arrest has added to the woes of the $10 billion particle collider. The collider started up spectacularly in September 2008 with beams of particles flying in both directions on the first day of trying. But nine days later, a massive electric failure related to a construction fault caused the entire machine to shut down. It has been undergoing repairs almost ever since with the bill expected to total about 40 million Swiss francs ($40 million) over the course of several years.

French army chief of staff to visit Mauritania

October 11, 2009 -- The French Army chief of staff will begin a working visit to Mauritania on Tuesday (October 13th), ANI reported. General Jean-Louis Georgelin will also visit the northern cities of Chinguitty and Atar. Last week in Nouakchott, officials from the defence, interior and foreign ministries of Mauritania and France met for the first time to discuss co-operation in the fight against terrorism, illegal migration and weapons trafficking.

French al-Qaeda suspect 'alluded to attacks', magistrate claims

October 11, 2009 -- A physicist arrested on suspicion of collaborating with Islamist fighters while working for the world’s largest nuclear research institute reportedly made references to terrorist attacks in emails intercepted by U.S. intelligence services. The 32-year-old French scientist of Algerian descent, who had also been employed by British government laboratories, was allegedly in contact with the Islamic Maghreb (AQIM), a mainly Algerian militant network that associates itself with al-Qaeda. “In his exchanges with the AQIM, he spoke of plans for attacks in general, but we’re not talking on an operational level, it was not a case of means or dates,” a magistrate, who asked not to be named, alleged. The suspect had been under surveillance for a year as part of a wider investigation into the recruitment of fighters in Afghanistan. US intelligence services alerted French anti-terrorism authorities after intercepting his emails. The physicist was seized hours before he was due to travel to Switzerland, where he works between Cern, the European Organisation for Nuclear Research, near Geneva, and the Federal Polytechnic Institute, in Lausanne. A spokesman for Cern, a centre for research on particle physics, said he had been working with the high-profile Large Hadron Collider experiment, which aimed to investigate how the Universe formed after the “Big Bang”. The institute said on Friday that his work did not bring him into contact with anything that could be used for terrorism. Yesterday, a colleague described the physicist as “a considerate person and exceptionally clever” man. The colleague, who did not wish to be named, said the physicist had been unwell this year, and was on leave from February until July because of a bad back. Four years ago the physicist worked at the Rutherford Appleton Laboratory in Didcot, Oxfordshire, where he was carrying out research into nuclear physics. It is understood that MI5 and the Metropolitan Police have been in contact with the French secret service, in an attempt to establish if there are British links to the suspected activities. The suspect is due to appear before an anti-terrorist magistrate on Monday. His younger brother, who was arrested with him on Thursday in Vienne, south-eastern France, has been released without charge, said a spokesman for the Paris prosecutor’s office.

L’ambassade d’Egypte à Alger a commencé à refuser massivement les visas aux Algériens

Dimanche 11 Octobre 2009 -- Les Egyptiens veulent avoir un minimum de supporters algériens au Caire, le 14 novembre prochain, lors du match au sommet entre l’Egypte et l’Algérie comptant pour la sixième et dernière journée des qualifications au Mondial 2010. Dimanche, au lendemain de la victoire des Pharaons en Zambie et avant même le déroulement du match Algérie-Rwanda, les services consulaires égyptiens à Alger ont commencé à refuser massivement les visas aux ressortissants algériens désireux de voyager en Egypte en novembre prochain, a appris TSA de source diplomatique algérienne. Selon la même source, l’instruction est venue du Caire. Les services consulaires égyptiens en Algérie ont été invités à réduire fortement le nombre de visas accordés aux Algériens avant le 14 novembre. Résultat de cette décision : des files d’attente se sont formées dès dimanche devant l’ambassade d’Egypte à Alger, d’autant que les Egyptiens n’ont fourni aucune explication à leurs refus d’accorder des visas. Habituellement, les Algériens recevaient une réponse au bout d’un délai maximum de trois jours après le dépôt de la demande. Les responsables égyptiens ont récemment exprimé des craintes concernant les conditions de déroulement du match du 14 novembre. Officiellement, ils craindraient la réaction des supports des Verts sur place, comme ce qui s’est produit à Sfax, en Tunisie, lors de la dernière édition de la Coupe d’Afrique. Mais il est difficile de ne pas voir dans cette décision une volonté de priver les Verts de leurs supporters.

Libya hosts Afro-Arab co-operation meeting

October 11, 2009 -- Ministerial delegations from 25 countries gathered in Libya on Saturday (October 10th) for the 13th Standing Commission on Afro-Arab Co-operation. Afro-Arab co-operation has gone beyond the level of politics to now encompass the economic, social and cultural spheres, said Arab League chief Amr Moussa. Algerian Secretary of State for Arab and African Affairs Abdelkader Messahel, who led the commission last year, also told the forum that there must be greater contact between Arab and African states.

Session criminelle à Constantine :
Huit affaires de terrorisme enrôlées

Lundi 12 Octobre 2009 -- La première session criminelle de l’année en cours à la chambre criminelle de la cour de Constantine sera ouverte le 18 octobre et s’étalera jusqu’au 4 janvier prochain. Elle aura à examiner 96 affaires mettant en cause 220 accusés. Ces affaires criminelles concernent essentiellement les homicides volontaires, vols qualifiés et association de malfaiteurs, coups et blessures volontaires, trafic de faux billets et enfin 8 affaires liées au terrorisme dans lesquelles sont impliqués 34 individus. Notons que la cour va traiter dans cette session 10 affaires d’homicides volontaires dont le meurtre d’un nouveau- né. Les magistrats auront à statuer également sur 4 affaires de kidnapping. Il faut rappeler que la session criminelle juge les infractions les plus graves, qualifiées de crimes. Elle est composée de trois juges professionnels, un président et deux assesseurs, d’un jury de deux citoyens tirés au sort, d’un procureur général et d’un greffier. La cour criminelle ne siège pas en permanence, elle se réunit généralement trois fois par an pour une session d’une quinzaine de jours et plus.

Irina Bokova :
L'Algérie, membre "très actif" apportant une contribution "positive" à l'Unesco

Lundi 12 Octobre 2009 -- La nouvelle directrice générale de l'Unesco, Mme Irina Bokova, a qualifié l'Algérie de membre "très actif" apportant "une contribution positive" à la réflexion et aux idées au sein de l'Organisation. "Entre l'Unesco et l'Algérie, il existe une coopération très étroite. L'Algérie, membre du conseil exécutif, apporte beaucoup d'idées et de réflexion dans la politique de notre organisation. C'est un membre très actif apportant une contribution très positive", a affirmé samedi, Mme Bokova, dans une déclaration conjointe à l'APS et à la télévision nationale. "Pour le secteur de l'éducation, l'un des sujets de coopération avec l'Algérie, je vais suivre avec beaucoup d'attention l'évolution des programmes. C'est avec un grand plaisir que j'accepte l'invitation de me rendre en Algérie qui m'a été transmise par le ministre de l'Education'', a-t-elle assuré. La directrice générale de l'Unesco, dont l'élection sera officiellement entérinée jeudi prochain par la Conférence générale, a précisé que l'Afrique constituera une de ses priorités. "J'ai beaucoup d'ambitions pour l'Afrique. Ce continent est prioritaire pour l'Unesco dans sa stratégie à court terme adoptée il y a deux années. Elle le sera également dans le budget qui sera adopté au cours de cette 35e session", a-t-elle ajouté, précisant que le continent africain "a besoin d'une éducation répondant à ses besoins et à ses aspirations. C'est la priorité des priorités pour l'Unesco". Pour Mme Bokova, "l'Afrique a également besoin d'une place plus visible sur le plan culturel avec la sauvegarde de son patrimoine matériel et immatériel, et également sur les sciences". "Il y a une demande d'intégrer les sciences à tous les niveaux de l'éducation pour l'Afrique, car c'est une question d'avenir et une réponse aux défis de la mondialisation, de la crise économique et des changements climatiques", a-t-elle précisé. Pour les autres dossiers auxquels s'attellera l'Unesco, la nouvelle directrice générale de l'organisation onusienne a cité "la stratégie de décentralisation de l'organisation et la place de l'Unesco dans la réforme des Nations unies visant l'unité de l'action pour tous ses organismes afin qu'ils puissent coordonner leurs efforts et faire encore mieux en ce qui concerne le co-développement". En marge de la 35e session de la Conférence générale de l'Unesco, Mme Bokova s'est entretenu, samedi, avec le ministre de l'Education nationale, M.Boubekeur Benbouzid, qui conduit la délégation interministérielle algérienne à ces travaux.
