Have you tried contacting some authorities in France or Belguim who may have information about your father. Send them a photo and as much info as you can. Its worth a try.

There is a program in the Algerian TV that can help you look for your father, the program is called Ouw kouli shaien momken its means everything is possible,
I just need to look for the phone number.
