You are right but...
It is indeed very sad that no culture is following word for word and in fact even our prophet (P.B.U.H) was not a perfect person! no one really is! but we should at least try to fulfill the basics and stay away from BIG sins or things leading towards them! Laws are for everyone! not specific to a certain culture. Even if 99% people are innocent they have to obey rules imposed on them due to 1% people who committed sins or were involved in wrongdoings. For example who ever was involved in 9/11; the whole Muslim world is paying for it! everyone has to go through security checks and humiliation. Similarly if kissing and shaking hands is not intended bad in your culture it may be perceived as bad in our culture; and if a woman gets raped any where in the world, all those people who are in favour of men-women close interaction are responsible for the harm brought to that woman because the rapist may be did not intend anything bad but was following your example and was perhaps taken away in the wave of emotions. Therefore, the point is Islam views society as a whole not as different cultures of countries but conceives a world full of peace! Anything that possibly leads to a threat of security of safety of another human being is forbidden; recently i read somewhere of men experiencing sexual arousal while hugging a stranger woman. So may be its not bad intention but a bad example which threatens peace in the world. I hope u get what i mean.
