I was reading today an interview in Liberte with the french ambassador in Algeria:

“Les relations algéro-françaises ne seront jamais banales” L’ambassadeur de France en Algérie fait le bilan de sa mission - Liberté Algérie , Quotidien national d'information

He had the project of sending back some of the 50000 french cooperants who worked in Algeria from 1960s to 1990s. He said that they are now retired and willing to go back and work in Algeria in universities, schools, hospitals, train teachers,....etc. I think this was a good idea.
