The Algerian Ambassador was here in Chicago last week and we have asked him this question.
According to him, the open skies agreement has to be signed between Algeria and the US. This agreement stipulates freedom of transportation and mail/goods delivery at any point in Algeria. The issue is with "les postes et telecommunications" in Algeria that is still holding the monopole in spite of the recent openness to some foreign carriers. The law in Algeria does not allow a foreign service providers to have the freedom of delivering mail and/or money transfer or any other types of good. The Ambassador will have to wait until the next parliament session to adopt the new law.
After the adoption of law, some technical details such as auditing Houari Boumediene airpor will be examinedt.
As you can see, it's easier said then done. But I am confident it's gonna happen some day as it happened with Canada.
Btw, it was an interesting meeting with the Ambassador. Some people asked for the right to own an apartment in Algeria (logement social ou participatif) and other matters such as retirement and insurance
