Hello, thank you very much Omarium for replying so quickly to my question. So even with an "Invitation for Marriage" they will not let him come to Canada to marry? I have sent a letter to the Embassy of Tunisia in Ottawa, Canada to ask if it's possible for us to marry in Tunisia. If not, then I will have to go to Algeria. Yes all good things come to those who wait. It's ok to wait. Thanks again!

That is exactly what happened. His visitors visa was denied. He was told on the telephone and never sent any paperwork to show he was denied. I agree... not just anyone is allowed to leave Algeria on a visitors visa. And I also agree that going there to marry and then sponsoring is the best solution. Too much time was wasted in applying for a visitors visa only to be turned down.
On a happy note... just 3 weeks after submitting my documents I have received a reply. They have approved my husband to come to Canada. Now the file is on its way to Paris.
As promised, I will update.
Here is a page with average wait times. Hope it is useful to you.
