Algeria hit by surge in guerrilla violence

Mercredi 26 septembre 2007 -- Cinq personnes ont été tuées et cinq blessées lundi et mardi en Algérie dans des violences impliquant des islamistes armés, a-t-on appris mercredi de source sécuritaire. Trois gardes communaux ont été tués lundi soir dans une embuscade tendue à leur patrouille par un groupe armé à Tassedane, dans la région de Mila, selon cette source.

Un militaire a été tué et cinq blessés dans l'explosion de plusieurs bombes artisanales, placées par un groupe armé dans le maquis de Ma-Labiod, dans la région de Tébessa. En outre, un gardien de prison a été assassiné mardi soir par un groupe armé à la sortie d'une mosquée de Legata, dans la région de Boumerdès (50 km à l'est d'Alger), selon la même source.

Par ailleurs, une bombe placée près d'un hôpital de Constantine a été désamorcée dimanche par les forces de sécurité. Près de 80 personnes ont été tuées dans des violences en Algérie, depuis le début du mois de septembre, treize depuis le mois de jeûne de ramadan qui a débuté le 13 septembre.

September 26, 2007 -- Algerian security forces reportedly arrested Hassan Hattab, the former militant leader and founder of the Salafist Group for Preaching and Combat (GSPC). The arrest, according to El Youm newspaper, took place September 22 in the Hussein Dey district of the capital, Algiers, while Hattab was having Iftar dinner with a friend who had agreed to an amnesty offer from the Algerian government.

Hattab helped found the GSPC after splitting off from the mainstream Armed Islamic Group (GIA) in 1998 when the civil war was winding down. At that time, Hattab disagreed with GIA's targeting of unarmed civilians and wanted to distance himself from the large-scale massacres that had taken place. Hattab then ran into disputes within the GSPC as the group was increasingly drawn to the jihadist campaign espoused by al Qaeda. He "resigned" (though was actually effectively deposed) as the group's leader in 2001 and was succeeded by Nabil Sahraoui, who declared the GSPC's allegiance to al Qaeda. Security forces killed Sahraoui in 2004.

From there, Hattab decided to take up Algerian President Abdel Aziz Bouteflika's amnesty offer and announced in March 2005 that he and his followers were ready to lay down their arms. His negotiations with Algiers did not go as well as planned, however, and after he wavered between verbally attacking the government and calling on his militant friends to join the amnesty, the Algerian government sentenced him in absentia to death and then life imprisonment in two separate court rulings in June.

Since he was ousted from the GSPC's leadership in 2001, Hattab has largely been a defunct figure on Algeria's Islamist militant scene. On a number of occasions, the GSPC - which was renamed the al Qaeda Organization for the Countries of the Arab Maghreb (AQCAM) in 2006 - issued statements saying Hattab was not to be trusted and labeled him a "stranger to jihad." Algiers could have milked Hattab for all the intelligence he was worth during the amnesty negotiations, and now it sees little use in entertaining reconciliation talks with the militant leader. Or, the government might have calculated that it could get more information out of him by arresting him instead of waiting around for him to finally surrender. Either way, Hattab's arrest is unlikely to have a significant impact on the operational capabilities of al Qaeda's North African node.

On the contrary, the arrest will actually add more fuel to the fire as AQCAM illustrates the futility in entering peace negotiations with the government. The undermining of the amnesty offer will only make it harder for Algiers to encourage more militants to abandon their campaign and reconcile with the government. This is a worrying sign for Algiers, as AQCAM already has stepped up attacks in recent weeks. On September 21, the group targeted a police convoy that was accompanying foreign oil workers southeast of Algiers in an attack that appears to be the first suicide bombing against a motorcade - yet another indication that AQCAM is picking up tactics from its colleagues in Iraq and Afghanistan. On September 8, the group set off a car bomb at a barracks housing coast guard officials in the northern town of Dellys after a bold attempt to kill the Algerian president September 6 in the eastern Algerian city of Batna.

Al Qaeda's North African node has its fair share of trouble dodging Algeria's capable security forces, managing intra-Islamist tensions and maintaining a viable support network in the country. But with the amnesty program rapidly losing its relevance and the group actively importing skills from jihadist veterans in Iraq and Afghanistan, Algeria will be unable to root out the jihadist movement.

Boumerdes: One policeman killed, another seriously wounded in bomb attack

Jeudi 27 septembre 2007 -- Une bombe de forte intensité a explosé avant-hier à 22h15 au passage d’une patrouille pédestre de la Brigade mobile de la police judiciaire (BMPJ) de la commune des Issers, à 20 kilomètres au sud-est de Boumerdès, faisant un mort et un blessé grave, tous deux des policiers.

Le groupe terroriste du GSPC, à l’origine de cette attaque aurait été déjà identifié. Selon une source sécuritaire, l’attentat qui a eu lieu à proximité d’un cimetière non loin d’un barrage fixe de la police et de la gendarmerie aurait pu engendrer plus de victimes si les policiers s’étaient trouvés à bord de leur véhicule de patrouille.

L’engin explosif enfoui sous la chaussée aurait été actionné à distance, probablement à l’aide d’un téléphone portable. Les policiers marchaient en file indienne, scindés en deux groupes, de part et d’autre de la chaussée. Cette route est un axe stratégique de communication et un passage obligé des groupes armés en activité dans la région de Chaâbet El-Amer, sur les hauteurs des Issers, où plusieurs actes terroristes ont eu lieu.

Quelques heures après l’attentat, les forces combinées de l’ANP et de la police ont déclenché un ratissage pour rechercher le groupe armé. Au moment où nous mettons sous presse, un renfort des éléments de l’ANP est arrivé sur les lieux de l’attentat, alors qu’un autre se dirigeait vers les montagnes donnant sur la localité de Souk El-Had et Béni-Amrane.

C’est le groupe dirigé par l’«émir» Soheib, de son vrai nom Hachemi Hachemi, condamné par contumace par la cour de Boumerdès à la peine capitale au même titre que son adjoint dit Dichou, qui serait l’auteur de l’attentat. C’est aussi dans cette région que des policiers des Issers ont réussi à arrêter au début de l’année un important terroriste du GSPC qui serait à l’origine de la stratégie mise en place pour perpétrer les attentats.

Jeudi 27 septembre 2007 -- L’étau semble se resserrer sur les groupes terroristes, qui ont, apparemment, décidé de se scinder en petits groupes ne dépassant pas les quatre éléments comme celui qui est tombé dans les mailles d’un dispositif extrêmement minutieux établi conjointement par l’ANP et les éléments des brigades mobiles de la police judiciaire de Tizi-Ouzou à Tamda, une dizaine de kilomètres à peine de cette ville.

Mardi, c’est un autre groupe, constitué de trois éléments, qui a été neutralisé par l’ANP. L’opération montée par les militaires dans les environs de Yakouren s’est soldée par la récupération de trois kalachnikovs.

September 27, 2007 -- Algerian security forces dismantled a terrorist support cell in Yakouren, Tizi Ouzou, El Khabar reported on Thursday (September 27th). Three people were arrested in Tuesday's operation, the paper quotes security sources as saying.

Also on Tuesday, two policemen were killed in a bomb explosion targeting a police convoy in Isser municipality, Boumerdés province. Security forces immediately began a search operation but the attackers managed to escape. Two other hand-made bombs were discovered and defused in Boumerdés on Tuesday, Ech Chourouk and El Watan report.
