Seems some youngsters try to get their names in "afghanis" lists so that they get financial support from the gov.

I have noticed this especially in Algiers when I went recently, it seems to me rotten with long bearded people, it does not even look tidy, they should have more practical beards.

The funny thing is (especially especially in algiers) this beardos are very loud and come across as smasria as in willing to do anything for money....
