Le président de l’Assemblée nationale française demain à Alger:

jeudi 18 janvier 2007 - - Le président de l’Assemblée nationale française, Jean-Louis Debré, effectuera une visite officielle de trois jours à partir de demain à l’invitation de son homologue algérien Amar Saâdani, a annoncé hier dans un communiqué de presse le bureau de l’APN.

Pour le programme, on notera que M. Debré, proche du président Chirac, entamera officiellement sa visite par Maqam echahid à Alger pour y déposer une gerbe de fleurs. Il sera ainsi le deuxième responsable français, après le ministre de l’Intérieur Nicolas Sarkozy, à rendre hommage aux martyrs de la révolution.

Dimanche, après la signature d’un protocole d’accord cadre de coopération parlementaire, le président de l’Assemblée nationale française prononcera un discours à l’adresse des députés algériens, mais dans la salle des conférences et non dans la salle des plénières.

Un honneur qui n’est réservé, selon l’usage à l’APN, qu’aux chefs d’Etat et de gouvernement ou aux souverains. M. Debré arrivera demain en fin de journée à bord d’un avion spécial à la tête d’une importante délégation de députés français de différentes tendances.

La délégation se dirigera samedi vers Djanet pour une visite touristique. Une halte au cimetière chrétien de Bologhine ainsi qu’au niveau de la cathédrale de Notre-Dame d’Afrique d’Alger figure également dans l’agenda de M. Debré qui devrait aussi rencontrer des membres de la communauté française résidente en Algérie.

Aucune indication n’a par contre été relevée dans le communiqué à propos d’une éventuelle audience que pourrait accorder le président de la République à M. Debré. Toujours selon le communiqué de presse, la visite de M. Debré s’inscrit dans le prolongement des actions de consolidation des relations algéro-françaises, qui ont connu un saut qualitatif à la faveur, d’abord de la visite à Paris du président de la République en juin 2000, ensuite de la signature en mars 2003 de la Déclaration d’Alger qui a institué une ère nouvelle pour la coopération entre les deux pays.

M. Debré clôturera sa visite le lundi 22 janvier par une déclaration à la presse au niveau du salon d’honneur de l’aéroport Houari-Boumediene.

Samedi 20 janvier 2007 - - Le président de l'Assemblée nationale Jean-Louis Debré a entamé hier soir une visite en Algérie, porteur d'un message de Jacques Chirac au chef de l'Etat algérien Abdelaziz Bouteflika, faisant renaître l'espoir d'une relance du traité d'amitié aujourd'hui en panne. Ce déplacement officiel de quatre jours, le premier d'un président de l'Assemblée nationale française depuis l'indépendance de l'Algérie en 1962, s'inscrit « dans le cadre de la coopération parlementaire », a-t-on assuré au Palais-Bourbon. Le programme de la visite comprend en effet un entretien entre M. Debré et son homologue Amar Saadani, la signature d'un protocole-cadre de coopération parlementaire et une allocution devant les députés algériens. Mais au-delà du volet parlementaire, le déplacement à Alger de ce fidèle de Jacques Chirac, à quelques mois de la fin du quinquennat, suscite l'intérêt tant à Paris qu'à Alger, d'autant que le traité d'amitié entre les pays semble au point mort. Voulu par les deux chefs d'Etat et annoncé lors de la visite de Jacques Chirac en Algérie en 2003, ce traité de « partenariat d'exception » n'a pu être signé en raison de la polémique suscitée par la loi française du 23 février 2005, dont un article, abrogé depuis, évoquait le « rôle positif » de la colonisation. Jusqu'en juillet 2006 encore, le président algérien réclamait des « excuses officielles » de la France pour les « crimes » commis durant la colonisation.

The members of the revolutionary family expressed their astonishment as to the visit of Jean-Louis Debré, president of the French National Assembly to Algeria, underlining the fact that he is President of the French institution which has issued a law glorifying French colonialism in Algeria (23 February 2005 law).

Revolutionary family’s key figures told El Khabar that the National Popular Assembly (lower house of parliament) should promulgate a law against the February 23rd French law. Letters have been sent reiterating their positions as to Algerian-French relations’ boosting, that is to say acknowledgment by France of its crimes in Algeria as well as an official apology as a precondition.

Among other figures to have expressed positions in that direction, is Mohamed Al-Corso, president of 8 May 1945 association, who explained that the message addressed by his body to the “president of French National Assembly is as following: France which carried out a revolution for freedom and faced Hitlerism… has to understand Algerians have the right to call on France to acknowledge its crimes against them and to apologize as well”.

France should be aware that it is a natural ally for Algeria and, thus, has to be freed from its subjectivity”, said Al-Corso. adding that the visit of Debré is “natural and comes as part of relations between institutions”. But it is essential that the visit of the French official contributes to affirm the Algerian position as to colonialism and crimes perpetrated against Algerian people”.

The speaker raised the fact that France itself demanded Germany’s acknowledgment of the crimes it committed against France and the Jews, and he invited France to do the same for Algeria.

On other hand, Al-Corso criticized the National Popular Assembly for not having decreed a law condemning the French law glorifying colonialism, describing such a lack of reaction in terms of legislation as “shameful”. “Let’s hope the National Popular Assembly makes up for that”, he concluded.

Le président de l'Assemblée nationale française Jean-Louis Debré a appelé dimanche Algériens et Français à effectuer "l'indispensable travail de mémoire" et à "dépasser les vicissitudes de l'Histoire" pour parvenir à "un rêve d'avenir partagé".

"Tout grand pays se doit d'assumer son histoire, les pages glorieuses comme les pages sombres. La France comme bien d'autres nations ne faillira pas à cette exigence", a déclaré M. Debré dans une allocution prononcée devant près de 300 députés à l'Assemblée populaire nationale (APN) à Alger.

La France et l'Algérie, selon lui, "ne peuvent ni ne doivent oublier leur passé commun". "J'espère de tout coeur que viendra le jour où ce passé ne sera plus une réticence à la préparation de l'avenir", a-t-il poursuivi.

M. Debré, premier président de l'Assemblée nationale française en visite officielle en Algérie depuis l'indépendance de ce pays en 1962, est revenu sur la polémique autour de la loi du 23 février 2005, dont un des articles, abrogé depuis, évoquait "le rôle positif" de la colonisation et qui a été à l'origine du retard dans les conclusions du traité d'amitié algéro-français.

Cette loi "a suscité nombre de malentendus et des divisions qui, pourtant, n'étaient pas dans l'intention du législateur", a-t-il assuré. "Nous devons encourager et poursuivre une démarche exigeante et rigoureuse de vérité, qui avec le temps, conduira au rapprochement des mémoires".

"Oeuvrons désormais ensemble comme deux grandes nations doivent le faire, dans la dignité et le respect", a plaidé M. Debré, appelant à la mise en place d'une "commission mixte franco-algérienne pour travailler ensemble sur cette période de l'histoire".

Talks between the President of the Republic, Abdelaziz Bouteflika, and the head of French National Assembly, Jean-Louis Debré, did not include the controversial friendship agreement, yesterday, contrary to what had been reported in French newspapers during the days just prior to Debré’s visit to Algeria.

The two officials discussed several topics relating to bilateral relations and parliamentary cooperation but not the friendship agreement, an issue which has been hindered since the French National Assembly adopted a law glorifying French colonialism in North Africa, on February 23, 2005. Jean-Louis Debré, following the three-hour-talk with President Bouteflika, said he had given the president a “friendship letter for the Algerian people from President Chirac”. The two men didn’t answer journalists’ questions on the revival of the friendship agreement project.

“Friendly relations between the two people are still good… they are lasting and go beyond current international political situation”, said the head of France's National Assembly, who is from the right-wing. He didn’t reveal the content of Jacques Chirac’s letter, he only said “it’s a letter expressing French friendship to Algeria”. President of the Popular National Assembly (lower house of parliament), Amar Saidani, indicated, for his part, that the friendship project will probably be achieved before the end of Chirac’s mandate, in May. Yet a well-informed source says Saidani was only expressing his own wish for there is no official position in that direction.

On the way to Janet (south) along with Debré, on Saturday, the President of the Popular National Assembly told the French Press Agency (AFP), "a friendship agreement could be signed if France makes efforts. If it does not take place before next French presidential elections, in May, it will know a long-time delay”, Saidani said. “The Algerians believe in Chirac,” he added.

ALGIERS, Algeria: The president of the lower house of the French parliament urged closer ties between France and former colony Algeria.

Jean-Louis Debre, on a three-day visit to the Algerian capital, is the first head of the French lower house, or National Assembly, to visit Algeria since 1962, when the north African country won independence from its colonial master after a long, bloody war.

In a speech to Algerian lawmakers, Debre underscored the importance of improving relations between both countries.

France and Algeria "cannot and must not forget our common past," Debre said, adding he hoped "the day will come that our past will not be an obstacle to preparing the future, our future."

He acknowledged lingering resentments on both sides, saying France and Algeria "have a common history (but) still do not have a common memory."

He also made reference to a 2005 law that further strained relations between both nations by requiring French textbooks to show the "positive role" France played in its former colonies. French President Jacques Chirac later ordered the clause deleted, but the move came too late for many in Algeria.

Debre said the law had caused "numerous misunderstandings and divisions, which was not the intention of the French legislators," who passed the legislation.

Friction over the law has held up signing of a friendship treaty, seen as a means for Paris and Algiers to bury the past and put their ties on a new, more lucrative level.

Debre, who met Sunday with Algeria's President Abdelaziz Bouteflika, said he was struck by the Algerian leader's eagerness to jump-start relations between both countries.

ALGIERS: French Speaker Jean-Louis Debre chatted with students at an outdoor Algiers cafe Monday as he wrapped up a three-day visit to Algeria aimed at nudging forward a stalled friendship treaty. Debre, a strong ally of President Jacques Chirac, sought to defuse a row over a 2005 French law, since repealed, which stated that schools should stress the "positive role" of French colonialism in North Africa.

Algeria responded by demanding a formal apology for crimes committed under colonial rule, and the dispute has delayed the signing of a friendship treaty that is to open up a new era of relations between France and its former colony. In an address before Parliament on Sunday, Debre acknowledged that the law "had triggered a number of misunderstandings and divisions that were not the intention" of the legislature.

"Let's together fulfill our duty of remembrance so that our shared dreams for the future can come true," Debre, the first French Speaker to visit Algeria since independence, told 300 members of Parliament. "All great countries must take responsibility for their history; the glorious past as well as the dark moments. France, like many other nations, will not fail to meet this requirement."

During close to four hours of talks with President Abdelaziz Bouteflika on Sunday, Debre presented a message from Chirac praising the "high caliber" of exchanges between France and Algeria and the "depth" of cooperation.

Debre described his talks with Bouteflika as "frank" but both men declined to comment on whether the friendship treaty would be signed.

He also laid a wreath at the Martyrs Monument, a memorial to the 1954-1962 war for Algerian independence from France, and signed an agreement to bolster parliamentary cooperation.

After meeting Monday with Prime Minister Abdelaziz Belkhadem, Debre took time to meet with students from the University of Algiers, joining six of them at a campus cafe to discuss their views on Islam and their hopes for the future.
