ALGIERS, June 4 (Reuters) - Algerian President Abdelaziz Bouteflika appointed a new government on Monday, retaining Abdelaziz Belkhadem as prime minister and Chakib Khelil in the key energy portfolio, state television reported.

The appointment of a new government is traditional following the holding of parliamentary elections. Algeria's ruling coalition, led by Belkhadem's National Liberation Front (FLN), won a reduced majority on a low turnout in May 17 polls.

ALGIERS, June 4 (Reuters) - Algerian President Abdelaziz Bouteflika appointed a new government on Monday, retaining Abdelaziz Belkhadem as prime minister and Chakib Khelil in the key energy portfolio, state television reported.

The most prominent change in a cabinet line-up with few surprises was the appointment of former finance minister Mourad Medelci as foreign minister and his replacement at finance by comparatively young central banker and technocrat Karim Djoudi.

The most widely watched Algerian portfolio overseas tends to be that of energy and mines in view of Algeria's growing importance as an oil and gas supplier to Europe and other markets around the world.

Khelil, 67, a former World Bank official, is an articulate spokesman for Algeria inside the OPEC club of oil exporting nations and an influential voice in the running of state energy giant Sonatrach, Africa's biggest company by revenue.

The appointment of a new government is traditional following parliamentary elections. Algeria's ruling coalition, led by Belkhadem's National Liberation Front (FLN), won a reduced majority on a low turnout in May 17 polls.

The vote was the third assembly election since an Islamist revolt erupted after the cancellation of polls in 1992 which a now-outlawed Muslim fundamentalist party was poised to win. Up to 200,000 people have been killed in violence since then.

The fighting has reduced dramatically in recent years, but sputters on.

A triple bombing claimed by al Qaeda killed 33 people in Algiers on April 11. One policeman was killed when two small bombs exploded in the eastern city of Constantine on Wednesday.

The presidency is the most powerful office of state with the premier playing the role of coordinator between the executive and the legislative. Many in the north African country regard parliament as a weak institution.

A Bouteflika loyalist, Belkhadem, 61, is a moderate Islamist who says social stability is more important than economic growth and that his priority is to amend the constitution and raise salaries.

Belkhadem has proposed extending the length of the presidential mandate from five to seven years and abrogating a two-term limit. He has declared the constitution cumbersome and ill-adapted to the needs of a society emerging from an armed Islamic insurrection.

ALGIERS, June 4, 2007: Algeria's president named a new government Monday after last month's parliamentary elections, retaining Prime Minister Abdelaziz Belkhadem despite the record low voter turnout but naming a new foreign minister, Mourad Medelci, the former minister of finance.

Karim Djoudi, in charge of reform in finances, moved into the post of finance minister, according to a statement from the office of President Abdelaziz Bouteflika.

Mohamed Bedjaoui's ouster from the post of foreign minister was the only major change among key ministries like energy and interior, both crucial posts in this oil- and gas-rich North African nation that has battled an Islamic insurgency for some 15 years, all but defeating it.

It was not immediately clear why Bedjaoui lost his Foreign Ministry post. Like Bedjauou, two other ministers lost their jobs in the shuffle: Urban Affairs Minister Mohamed Nadir Hamimed, replaced by Noureddine Moussa, and Sports Minister Yahia Guidoum, replaced by Communications Minister Hachemi Djiar, according to a statement from the president's office.

Named to the post of communications minister is Abderrachid Boukerzaza, a former junior minister, the statement said.

The single new addition to the government was Fatiha Mentouri, named deputy finance minister in charge of reform.

The Cabinet had resigned Friday in an expected move following the voting in May which left the alliance supporting Bouteflika with a large majority despite a slip.

There had been speculation that Belkhadem could pay with his prime minister's post for the record low 35.7 percent turnout.

Algerian foreign minister replaced in new government

June 4, 2007 -- Algerian President Mr. Abdelaziz Bouteflika decided yesterday to keep Mr. Abdelaziz Belkhadem as the head of the new Algerian government.

The President also preferred to maintain the same cabinet except for some minor changes. Foreign Affairs Minister Mohamed Bejaoui, Housing Minister Mohamed Nadir H’mimid and Sport Minister Yahia Guidoum are no longer in the cabinet.

On the other hand, the ministry of industry and the ministry of participations and investment promotion were joined into one ministry. The tourism ministry and environment ministry were also joined.

The new minister of foreign affairs is the former finances minister Mourad Medelci and the former minister in charge of financial reform Karim Djoudi has replaced him to handle the finances ministry.

Fatiha Mentouri is now on the head of the ministry of financial reform.

The minister of communication Hachemi Djiar has replaced the minister of sport. Abdelrachid Boukerzaza, minister of towns has been appointed to handle the ministry of communication. The ministry of towns was suspended.

Additionally, Nourredinne Moussa is the new tourism minister.

The investment minister has been appointed to supervise the ministry of industry, participations and investments promotion while the minister of industry Mahmoud Khadri will handle the ministry in charge of relations with the Parliament.

Abdelaziz Bouteflika aura donc mis fin, hier lundi, au faux suspense entretenu autour du gouvernement de l’après-17 mai 2007. La posture d’intérimaire pour Belkhadem et son équipe n’aura duré que deux jours. Le temps de réparer les dégâts constitutionnels du week-end dernier:

Mardi 5 juin 2007 -- En reconduisant Belkhadem à la tête du gouvernement, Bouteflika aura choisi de maintenir la position prédominante de son parti, le FLN, sur les institutions. Cela, même si les postes-clés sont toujours entre les mains des “hommes du président”. Le changement le plus important reste ainsi sans conteste celui opéré à la tête du ministère des Affaires étrangères. Sur sa demande, Mohamed Bedjaoui, quitte le gouvernement pour se voir remplacer par le désormais ex-ministre des Finances et néanmoins très proche de Bouteflika, Mourad Medelci.

Précédemment ministre délégué auprès du ministre des Finances, chargé de la Réforme financière, Karim Djoudi accède, lui, au rang de ministre des Finances. Autre départ significatif et définitif du gouvernement, l’on notera, d’abord celui bien sûr de Abdelaziz Ziari dont le portefeuille échoit à Mahmoud Khoudri qui retrouve ainsi son ancien poste après un passage au département de l’Industrie. Un département désormais rattaché au très influent ministère des Participations et de la Promotion des investissements de Abdelhamid Temmar. L’autre ministre fort du gouvernement, Tayeb Louh voit, lui, son ministère renforcé avec le secteur de l’Emploi, précédemment rattaché au ministère de la Solidarité nationale.

Si, par ailleurs Fatiha Mentouri, actuellement conseillère de Bouteflika retrouve le poste de ministre délégué auprès du ministre des Finances chargé de la réforme financière qu’elle occupait sous Benflis, deux autres ministres, en revanche feront les frais de ce changement : Yahia Guidoum et Mohamed-Nadir Hamimid. Le premier est remplacé par El Hachemi Djiar au département de la Jeunesse et Sports. Un ministre qui quitte le département de la Communication en laissant, néanmoins au niveau du secrétariat général du gouvernement quatre projets d’une extrême importance : la loi sur les sondages, le statut du centre de perfectionnement des journalistes, un nouveau statut pour le Centre national de la documentation de presse et de l’information mais surtout un avant-projet du statut du journaliste préparé avec le Syndicat national des journalistes.

Des dossiers qu’héritent Abderrachid Boukerzaza, désormais ministre de la Communication dont l’ancien portefeuille, le ministre de la Ville est rattaché au ministère de l’Aménagement du territoire, de l’Environnement de Cherif Rahmani. Un ministère qui “absorbe” également le département du Tourisme, précédemment détenu pour Noureddine Moussa qui est, lui, promu au très sensible ministère de l’Habitat à la place de Hamimid. Tout compte fait, Bouteflika n’a pas révolutionné le cabinet Belkhadem qui regroupe, dans la même configuration, les trois partis de “l’alliance présidentielle”, le FLN, le RND et le MSP mais auxquels échappent toujours les ministères de souveraineté.
