    He is born in Ukraine. Im guessing it has something to do with Algeria being socialist back in the 70's and the close ties it had with Eastern European countries. I guess his parents liked Ukraine and stayed there. There's another Algerian player born and raised in Ukraine. His name is Karim Hendu (or Khendu). He's 18 years old and plays for the reserve team of Shakhtar Donetsk (one of the top teams in Ukraine). He also played for the Ukrainian junior national team.
