Well ive spoken to the ruling body of international ice hockey, the ice hockey equivelant of FIFA, the IIHF, and they have given their support to te project, but have said that in order for Algeria to compete in international competitions such as World Championships and Olympic qualifiers, Algeria would need to have a ice rink.
However Algerian can compete in friendly games and non-official competitons such as games against Morocco and the other middle eastern and african teams.
This may sound dodgy but a large amount of competitions are non-official, even the leagues in North America dont come under IIHF ruling.
With regards to players, quite a few on this list have made contact, mostly from the leagues in france, and 3 of the players who have said they would like to play, are from the top leagues in France, Belgium and UK.

Have you ever tried talking to already established federations? My first thought comes to writing to Hockey Canada to ask for some support (expertise) and maybe some equipment if possible. I'd love to help in this project!

I dont know what you would gain from talking with UAE (except money). Morocco are pretty much in the same position that we are in. The reason I suggested Canada is because they are all about progressing the game worldwide. They love initiatives like yours, and they're the best hockey nation in the world (even though they sucked at the Olympics).

Some Players involved
Djamel Zitouni, has played the last 3 years in France's top league.

Malik Boualem, has played in Belgiums top league for over 10 years.

Sid Ahmed Bouslama, has played for Montreal Uni, Montepellier and Font Romeu.

Ali Haddanou, has played in the top leagues of Britain.

Yassine Fahas, only 18 has just made it into the top french league with Dijon.
