Within the past few weeks, a new member called "Ashghali" has joined this forum. He has posted incessant racist comments on the geopolitics board (mods - run a search on his name, and pick literally any of the threads that he's posted in that section).
In particular, many of his comments are swimming in rank anti-Jewish hatespeech, and yet they haven't even been edited.
Given that people who haven't explicitly broken any VCI rule in the past have been banned because of supposed malicious intent, I'd like to hear a justification as to why this man (who has blatantly broken the rules on hate-speech) is still a member?

You are just making free publicity for him. He seldom posts here and I don't think that his message has great echo or impact. Let it go, you won't stop and arrest everyone cursing in the street.
