A woman with hijab can wear make up in the domain of her house to beautify herself for herself or her partner. Or in parties, wedding etc amongst women.

I was not reffering muhtajibats wearing make-up outside the house.

As for niqab, well that's another topic all together.

Uncanny, how those prefer women in niqab are those who don't have a beard.

Personally, iman is more than a piece of material on a woman's head. It's about conviction.
