Deux Sahraouis blessés par l'explosion d'une mine

Samedi 11 Avril 2009 -- Deux jeunes Sahraouis ont été blessés vendredi dans l'explosion d'une mine antipersonnel au Sahara occidental, au cours d'une manifestation dénonçant le mur de la honte construit par le Maroc dans les années 1980, a indiqué l'agence APS. L'explosion s'est produite au moment où des jeunes Sahraouis ont tenté d'enlever une partie du grillage posé le long du mur, au cours d'une manifestation à laquelle ont participé 3.000 personnes dont 2.000 étrangers pour dénoncer ce que le Polisario qualifie de "mur de la honte", ajoute l'agence.

Celle-ci ne précise pas le lieu de la manifestation, organisée à l'appel de l'Union nationale des femmes sahraouies (UNFS). "Sept millions de mines antipersonnel ont été posées tout au long de ce mur", a indiqué un responsable de l'organisation Landmine Action, spécialisée dans le déminage.

Le Maroc avait protesté vendredi contre l'entrée la veille "dans la zone interdite près de Mahbès" de "quelque 1.400 personnes, dont des étrangers" (..) "en violation flagrante des accords militaires conclus sous les auspices des Nations unies", dans un communiqué du ministère de l'Intérieur. Il avait indiqué avoir saisi le Conseil de sécurité de l'ONU.

Morocco blames Algiers for Western Sahara "truce breach"

RABAT, April 11, 2009 (Reuters) -- Morocco blamed Algeria on Saturday for a "serious and blatant" violation by the Polisario Front of an 18-year-long cease-fire in the disputed Western Sahara and urged the United Nations to intervene.

Some 1,400 supporters of the Algeria-backed Polisario Front independence movement, including foreigners, crossed the border from Algeria into a closed military zone where they uprooted barbed wire and fired shots in the air, the Foreign Ministry said in a statement.

It accused Algeria and the Polisario of trying to scuttle efforts to forge a peaceful solution to the conflict before a U.N. Security Council meeting on the dispute later this month.

Rabat and the Polisario Front have often accused one another of breaching the U.N.-supervised military truce.

But diplomats believe it is the first time in many years that Rabat has linked Algiers directly to an alleged violation.

They feared this would strain links between Algeria and Morocco, both of whose cooperation is seen by Western powers as crucial to the fight against al Qeada in north and sub-Saharan Africa and against illegal migration.

"...this action, which was initiated and carried out from Algerian territory, confirms the direct responsibility of this country in its preparation and implementation," the Moroccan ministry said.

"This incident is (in line with) repeated attempts by Algeria and Polisario aimed at scuttling U.N. efforts to relaunch the dynamic of negotiations," it added.

The ministry called on the United Nations to "assume responsibility and take the required actions."

The dispute over Western Sahara, which is rich in phosphates and fish and may have offshore oil, has poisoned ties between Morocco and Algeria and blocked badly needed economic cooperation and growth in north Africa.

U.N.-brokered mediation has so far failed to break a deadlock over whether the territory should be an autonomous region of Morocco, as Rabat proposes, or have a referendum on independence, as Polisario wants.

Officials in Algiers and Polisario spokespeople were not immediately available to comment.

Morocco's foreign ministry said an unspecified number of Polisario members and supporters were wounded when they stepped into a minefield and triggered a mine explosion.

The Algerian daily El Khabar said Saturday that at least three people were hurt and some 200 foreigners took part in the protest to back Polisario's demand for an independent state.

Political sources in Rabat said one of those wounded was a Polisario member one of whose legs was severed by the explosion near Mahbes, one of the battlefields where Polisario guerrillas and Moroccan troops clashed in the 1980s.

Morocco requests UN intervention over Polisario action

April 12, 2009 -- Moroccan Foreign Minister Taieb Fassi Fihri said Friday (April 10th) that his government will notify the UN Security Council over a "serious and blatant" violation by the Polisario Front of the cease-fire in the disputed Western Sahara and will urge them to intervene, local and international press reported. The decision comes in response to the entry through the Algerian border of about 1,400 people, including foreigners, to the buffer zone, where they fired shots in the air, MAP quotes the minister as saying. El Khabar reported that the demonstration supported Polisario demands for independence. Both the Moroccan ministry and the Algerian daily said that several protesters were injured in a mine explosion. The UN Security Council will hold two sessions this month on Western Sahara.

La RASD réitère sa condamnation

Lundi 13 Avril 2009 -- Le président de la RASD, M. Mohamed Abdelaziz, a condamné énergiquement le rempart ceinturé de mines antipersonnel qui ne cessent de causer des victimes au sein des Sahraouis, dont les dernières sont deux jeunes, le premier amputé de son pied droit et le deuxième blessé sur des différentes parties de son corps. Ce mur long de 2 500 km a été érigé par le Maroc du temps de la guerre contre le peuple sahraoui pour empêcher le Front Polisario de mener ses opérations militaires dans les villes occupées du Sahara occidental. «Nous vous prenons à témoin sur le caractère pacifique de la manifestation à laquelle vous avez pris part pour revendiquer la destruction de ce mur, qualifié de crime contre l’humanité, qui divise le Sahara Occidental et son peuple depuis des décennies», a déclaré le Président sahraoui devant une délégation portugaise qui a pris part à la manifestation connu sous le nom de la chaîne des mille. Le Maroc avait déclaré vendredi dernier par le biais de son ministère de l’Intérieur et celui des Affaires étrangères que «quelque mille quatre cents personnes, dont des étrangers, encadrés par des éléments militaires du Polisario, munis d’armes individuelles et de détecteurs de mines, sont entrés ce jour 10 avril 2009 dans la zone interdite, à l’est de la ligne de défense, près de Mahbès, à bord de 90 jeeps, 10 camions et autres véhicules et bicyclettes (…) Plusieurs coups de feu ont été tirés en l’air et des fils barbelés enlevés, violant sciemment et de manière flagrante les accords militaires conclus sous les auspices des Nations unies et dont le respect est supervisé par la Minurso», ajoute le makhzen. Ce que les deux mille étrangers présents à la manifestation ont démenti tout en exigeant le démantèlement du mur car le considérant comme «un crime contre l’humanité et un symbole de l’occupation coloniale». «Le mur construit par le Maroc, le plus long du monde (2 500 km, NDLR), totalement miné et contrôlé par un contingent militaire équipé de tous types d’armement moderne, divise et sépare le peuple sahraoui et empêche les réfugiés d’accéder à leur territoire, et ce depuis plus de trois décennie», ont-il dénoncé.

Western Sahara movement denies breaking truce with Morocco

UNITED NATIONS, April 13, 2009 (Reuters) - Western Sahara's independence movement rejected on Monday a Moroccan charge that it had violated a ceasefire with a demonstration last week, saying the protest was peaceful.

Morocco had blamed Algeria for what it called a "serious and blatant" violation by the Polisario Front movement on Friday of an 18-year-long cease-fire in the disputed Northwest African territory and urged the United Nations to intervene.

Some 1,400 supporters of the Algeria-backed Polisario, including foreigners, crossed the border from Algeria into a closed military zone where they uprooted barbed wire and fired shots in the air, the Moroccan Foreign Ministry said.

But Polisario, in a letter handed on Monday to the U.N. Security Council, said that "contrary to the official and public allegations of Morocco, it was not a military activity or action. It was a huge peaceful demonstration."

The protesters "did not fire a single shot," said the letter signed by Polisario's U.N. representative, Ahmed Boukhari. He said Rabat had "deliberately distorted" the incident "to present it as a breach of the ceasefire."

Rabat and the Polisario Front have often accused one another of breaching the U.N.-supervised military truce in the phosphate-rich former Spanish colony, abandoned by Madrid in 1975 and then annexed by Morocco.

Morocco accused Algeria and Polisario of trying to scuttle efforts to forge a peaceful solution to the conflict before a U.N. Security Council meeting on the dispute later this month.

Boukhari said Morocco was "certainly in no good position to request the United Nations to shoulder any responsibility after it has sabotaged all efforts" by the organization to resolve the conflict.

U.N. spokesman Farhan Haq said Morocco had also written to the Security Council on the issue. Haq told reporters the small U.N. military observer mission in Western Sahara was trying to establish details of what had happened on Friday.

U.N.-mediated talks over the territory began two years ago but are deadlocked over whether Sahara should be an autonomous part of Morocco, as Rabat proposes, or hold a referendum on whether to become independent, as Polisario wants.

Boukhari called on Morocco to resume negotiations "with an open spirit, in good faith and without preconditions."

The letter confirmed reports that several participants in Friday's demonstration were wounded when a Moroccan antipersonnel mine exploded, and one of them lost his foot.

It called on Morocco to give the United Nations information to allow the mapping and deactivation of what it said were about 5 million such mines planted by Morocco.

Une facture de 120 milliards de dollars pour le Makhzen

Mardi 14 Avril 2009 -- Le périodique marocain Tel Quel a consacré sa dernière édition au coût de l’occupation du Sahara occidental depuis la fameuse “marche verte” organisée en 1975 par le père de Mohammed VI, Hassan II. Au total, 1 200 milliards de dirhams, soit environ 120 milliards de dollars américains, ont été dépensés depuis le début du conflit, selon l’hebdomadaire. Soit 3% de PIB perdu chaque année pour les Marocains, a conclu le magazine qui aborde là un sujet tabou. Une cause “sacrée” pour reprendre la terminologie officielle du Maroc. Le dossier s’intitule d’ailleurs “Grands agrégats et petits détails du coût économique d’une cause sacrée”.

Le Front Polisario répond aux accusations marocaines sur le cessez-le-feu

Mardi 14 Avril 2009 -- Le Front Polisario a rejeté lundi les accusations marocaines selon lesquelles il a violé le cessez-le-feu négocié par l'ONU au Sahara occidental, en se livrant à « des provocations dans la zone interdite ». Le Maroc avait protesté vendredi contre l'entrée la veille « dans la zone interdite près de Mahbès » de « quelque 1.400 personnes, dont des étrangers »(..) « en violation flagrante des accords militaires conclus sous les auspices des Nations unies », dans un communiqué de son ministère de l'Intérieur. Il avait indiqué avoir saisi le Conseil de sécurité de l'ONU.

La localité de Mahbès est située à l'est du mur de défense (nord/sud) que le Maroc avait contruit au Sahara occidental dans les années 1980 pour mettre fin aux attaques du Polisario.

"Contrairement aux allégations" de Rabat, ce qui s'est passé vendredi n'était qu'"une manifestation pacifique" de centaines de "civils sahraouis et étrangers qui n'étaient ni armés ni munis de détecteurs de mines et n'ont pas tiré un coup de feu", a affirmé le représentant du Polisario à l'ONU, dans une lettre au Conseil de sécurité. "Plusieurs jeunes Sahraouis ont été blessés par l'explosion de mines anti-personnel posées par le Maroc sur le territoire et l'un d'eux a perdu un pied", a déclaré Ahmed Boukhari, qui a accusé Rabat d'avoir "délibérément déformé (l'incident) afin de le présenter comme une violation du cessez-le-feu."
